Twenty years ago, this was not the case in his village or the villages around it. “Can you see that river there?” he says, standing at least a kilometre and a half away from a small perennial tributary. “From there, water used to come all the way here.” Lift irrigation, once a lifeline His village is one of many where a lift irrigation system once watered upland fields that gravity alone could not reach. These systems use pumps to draw water from rivers or reservoirs and carry it uphill. “Ten surrounding villages benefited from it. Even in summer, people used to grow crops and vegetables,” he recalls. On his own 10 acres, he says, one year of farming used to produce enough food for two years, with more than 50 quintals left over to sell every year. The system ran for just five years. A new study estimated that while there are about 2,209 square kilometres of potentially suitable mugger habitat in the river basin, only about 38% falls within the existing protected area network, leaving much of the species&#8217; habitat exposed to human pressures. The study, published in the journal Ecological Applications, assesses mugger habitat across the entire Kaveri (Cauvery) river basin which stretches across parts of Karnataka, Kerala and Tamil Nadu and covers about 81,155 sq. km. in southern India. &#8220;The number that stays with me is 38%. Only 38% of the habitat our model identified as potentially suitable for muggers falls within the existing protected area network. That means roughly six in every ten hectares of meaningful mugger habitat is outside any formal protection, unmanaged, unmonitored, and subject to the full range of human pressures,&#8221; says co-author Nikhil Whitaker, the Research Director at Madras Crocodile Bank Trust and Centre for Herpetology. Building a basin-wide picture The mugger is one of India&#8217;s three native crocodilian species and is found in rivers, lakes, reservoirs and marshes across much of the subcontinent. 							<![CDATA[Over the past two decades, hydropower has reshaped development pathways in the Himalayas. It has been aggressively promoted as clean energy that can meet climate goals, while also driving economic growth. The Hindu Kush Himalaya is widely recognised as a storehouse of untapped green energy, with estimates exceeding 3.5 terawatts (TW) of renewable potential, including nearly 882 gigawatts (GW) of hydropower. However, this expansion is unfolding in one of the world’s most geologically fragile mountain systems. Nowhere is this tension more visible than in the Eastern Himalayas, where climate risks are intensifying rapidly. Over time, these shifting risks have exposed how large hydropower projects can amplify, rather than absorb, environmental stress. The 2023 glacial lake outburst flood (GLOF) from South Lhonak Lake in North Sikkim crystallised this contradiction. As the flood intersected with hydropower infrastructure along the Teesta, it revealed how vulnerability has been hard-wired into the landscape. This raises an uncomfortable question: has hydropower, long promoted as a climate solution in the Eastern Himalayas, in fact been functioning as a maladaptation? Hydropower on a geologically unstable The concept of maladaptation describes climate responses that ultimately increase vulnerability, shift risk across space or time, or undermine long-term resilience. It is particularly relevant in the Eastern Himalayas, where the physical foundations of large hydropower infrastructure are increasingly misaligned with climatic and geological realities. The Himalayas sit in a seismically active, high-hazard zone characterised by young geology, steep terrain, and dynamic, sediment-rich rivers. 							<![CDATA[The floods of Punjab in August 2023, were not caused by rainfall during the flood period, but driven by exceptionally high levels of rainfall in the month before, a new analysis tracking the flood’s causes and impacts has found. Researchers from the Indian Institute of Technology-Mandi, compared flood events in July and August 2023 in Punjab, the latter of which turned very severe, inundating 11,927 villages. Over 50 people died in the aftermath of the floods. Specifically, the researchers sought to understand why the floods were so severe despite below average levels of rainfall in August. “We noticed that in July, when there were severe floods in Himachal, there wasn’t as much of an impact downstream in Punjab, and yet the opposite happened in August, which deserved investigation,” said Vivek Gupta, Assistant Professor at the School of Civil and Environmental Engineering at IIT-Mandi, and a co-author of the paper. The research examined the meteorological and operational reasons for the flood, as well as its socioeconomic impacts, to arrive at a “multi-scalar assessment” of the flood. The Pong dam, an earth-filled storage and hydroelectric dam on the Beas River, is believed to have worsened the disaster by allowing the reservoir to fill to near maximum levels before increasing outflows too suddenly. The IIT-Mandi study says that the dam&#8217;s flood control measures limited the flood&#8217;s exposure to 205,664 individuals, compared to a &#8220;no control&#8221; scenario where the flood would have affected 367,531 people. Written by experts — scientists, ecologists, legal scholars, historians, planners, journalists, activists, and community practitioners — explore the environmental dispute over the damming and diversion of Mhadei’s waters. At its core, the book documents the dispute around the sharing of Mhadei’s waters among three states, focusing on Karnataka’s Kalasa-Bhanduri Nala project that aims to divert the waters to the Malaprabha basin, and the 2018 Mahadayi Water Dispute Tribunal (MWDT) award. “This book is Goa’s contribution to the global debate on safeguarding rivers and making them sustainable. The river Mhadei is our case study,” states academician Peter Ronald deSouza, former director of the Indian Institute of Advanced Study, Shimla, in the introduction, who is one of the editors of this book along with Solano Da Silva, and Lakshmi Subramanian. Goa, the smallest state in India, is known for its west coast beaches, pristine Western Ghats, and the eleven rivers that flow across its breadth. We were displaced during the 2023 flood as well. It will better if the government allots us land at some other place so we don’t have to move every other year.” Veero Bai’s neighbour Gagandeep Singh managed to move his cattle to the relief camp but is worried about the loss of the standing paddy crop on his five-acre land. “Last time (in 2023), we got a meagre compensation which was not enough to even bear the sowing expenses. I don’t know how things will turn out this time around,” he rued, adding that just four months ago in May, they had a stressful time as well, living in fear when tensions of conflict increased between India and Pakistan. As Medha Patkar, the anti-big dam social activist says in her foreword, the book is like an encyclopaedia on rivers. There are stories on the death of rivers such as the Yamuna, encroachments on riverbeds, riverfronts and other infrastructure projects as well as construction of big dams on rivers leading to inhumane destruction and displacement. The book narrates threats posed by melting glaciers and polluted rivers. It tells you of blockages to the natural flow of rivers leading to floods in Mumbai, Chennai and Vadodara. The inspiration to write this book, brought out by Penguin, came when Shroff was driving long the Tehri dam, India’s highest dam at 855 feet on the Bhagirathi river in the Tehri Garhwal district of Uttarakhand and saw the top half of a clock tower rising above the waters. The driver said it was the ghanta ghar of the old Tehri town which was submerged with about 125 villages when the dam was constructed. The driver’s home too was under the river. Having lost his livelihood and home he never thought he would be a tourist guide, showing people the place where his home lay buried. An air of caution filled the room – the Additional District Commissioner from the nearby Pangin village would be holding a meeting on an issue considered to be of national importance, with the potential to sink their homes: building an 11,200-megawatt hydropower project. When ADC Gamtum Padu finally arrived, he had an unexpected message. “I want to tell all of you, on behalf of the administration, that we’re sorry,” he said. After months of antagonising the residents for opposing the dam, the administration now came with folded hands. “We want to listen to you,” he said. It was the first time the government initiated a formal dialogue with families affected by the Siang Upper Multipurpose Project (SUMP), a hydroelectric and storage dam to be built on the Siang river – the part of the Brahmaputra river that passes through Arunachal Pradesh. Since February, government officials have held two more meetings with affected parties, hoping to slowly build consensus in order to make the dam a reality. The proposed project would submerge more than 25 villages, including Yingkiyong, the headquarters of the Upper Siang district. 							<![CDATA[In an unusually discordant move, the president of the Bharatiya Janata Party’s (BJP) Sikkim cadre wrote a letter to the Prime Minister on February 2, urging the Union government to withhold its approval to rebuild the Teesta III Hydro Electric Project dam, which was destroyed in a deluge over a year ago and the impacts of which continue to be felt in the state. “The people of Sikkim deeply value your commitment to environmental conservation and disaster resilience. The Teesta river is the lifeline of Sikkim, and any decision regarding hydropower infrastructure must be based on the scientific data, risk assessments, and inclusive public participation,” the letter, signed by the state party President D.R. Thapa, reads. The letter’s urgency was brought on by the fact that only a few weeks prior, a centrally-appointed Expert Appraisal Committee (EAC) approved plans to rebuild the dam just 14 months after it was swept away. The final approval is granted by the Union Environment Ministry, generally on the recommendation of the EAC. In October 2023, a glacial lake outburst flood (GLOF) originating from the South Lhonak glacial lake destroyed the 1200-megawatt Teesta III Hydro Electric Project (HEP) in minutes, killing 55 people along the way and displacing 7,025 others. The destruction was described as one of the worst disasters the Himalayan state had ever seen and spotlighted the need to account for the region’s fragile ecology. 							<![CDATA[The population of gharials, the only surviving crocodilian member of the genus Gavialis, is in decline. Listed as Critically Endangered on the IUCN (International Union for Conservation of Nature) Red List, the global population of gharials, endemic to India, has been reduced from 5000 in the 1940s to a few hundred individuals in the wild. Researcher Ashish Panda of Wildlife Institute of India attributes this decline largely to their specialist nature, especially of their habitat, and multiple anthropogenic pressures stacked against their conservation. A recent study conducted by Panda and his team to understand the population status and distribution of gharials (Gavialis gangeticus) in the Gandak river, reveals that the species avoid human presence and prefer to occupy undisturbed riverine habitats with deeper pools. The study documents that the presence of human settlements near the riverbank poses a threat to the gharials as they reduce their basking time, potentially affecting their physiology. Other threats in the form of fishing, fishing nets in the river, the presence of feral dogs and cattle in the human-dominated landscape across the length of the river, river braiding and changes in river flow due to damming are reasons severely threatening the small but robust population of gharials in the Gandak river, a transboundary tributary of the Ganga that flows through the Indian states of Bihar and Uttar Pradesh. India has 5,334 large dams, hundreds of which are in the Himalayan ranges. In February this year, the government said another 30 large hydroelectric projects (HEPs) of over 25 megawatts each were in the pipeline in Himalayan states. Himalayan rivers have been a rich source of hydroelectric power for India and have fuelled the country’s ambition to harness this energy to meet its renewable energy goals. But the onset of climate change, compounded by high seismic activity, is likely to make these projects more vulnerable, particularly if their rivers are connected to glacial lakes. Global warming is causing glaciers to lose their mass rapidly and leading to the formation of glacial lakes. These lakes, which have the potential to hold huge amounts of water, carry the risk of bursting due to a number of reasons, like earthquakes, avalanches, large pieces of ice falling into the lake, or erosion of the walls holding the lake. For perspective, the South Lhonak lake in Sikkim was deep enough to submerge a five storey building with ease, said researcher Ashim Sattar. 							<![CDATA[Stephen Midzi, the biodiversity conservation manager of South Africa’s iconic Kruger National Park, thinks it is a good thing to allow rivers to be what rivers should be. Midzi is an advocate for free-flowing streams that offer unfettered connectivity for aquatic and terrestrial biodiversity. But he also wants you to know that he’s not an “anti-dam person.” From as early as 1911, Kruger, one of the largest protected areas in Africa, has not been managed that way. Over the decades, park supervisors tinkered with the preserve’s streams and aquifers, trying to improve on what nature had always done and cater to the park’s animals with a copious, assured water supply. Over time, 97 concrete dams, weirs and earthen dams were constructed and borehole-fed catchments drilled. But this closely spaced and evenly spread water supply didn’t bring about an African Eden. Instead, it caused severe overgrazing, veld degradation and erosion. Catchment basins and stagnant waters behind dams silted up and accumulated hippo dung, nurturing cyanobacteria and poisoning the animals that drank the water. Species that prefer habitat close to water, such as zebra and wildebeest, flourished. Those that prefer drier areas, away from water where there are fewer predators, less competition and trampling — animals like sable and roan antelope — floundered. Over the past two decades, people and nature worked to undo the damming; 42 dams inside Kruger were breached and demolished mechanically or by floods. Even today, we follow Pandavas traditions.” Around a month ago, on April 11 in Lohari village, home to indigenous communities of Uttarakhand’s Jaunsar-Bawar region, homes, farmlands and cowsheds were submerged in the waters of the reservoir built as part of the Vyasi hydropower project. The 120-megawatt Vyasi Hydroelectric Project proposed to be constructed in Dehradun district of the hill state is part of the 420 MW Lakhwar-Vyasi project, the biggest hydroelectric dam complex on the Yamuna River and will address electricity requirements. While Kerala maintains that the structure is weak and a new dam needs to be constructed in its place, Tamil Nadu has declared it as safe. In a statement last month, speculated to be a political message to Kerala, the Tamil Nadu Chief Minister M.K. Stalin announced that the state would set up a statue of Colonel John Pennycuick, a British engineer instrumental in the construction of the dam, at a park at his hometown in the United Kingdom. This proposed statue, sponsored by the Tamil Nadu government, would be a token of gratitude for building the dam and diverting water from there to the arid villages and towns of the southern districts to address their drinking water and irrigation concerns. While Tamil Nadu is turning the dam issue into a sentimental one evoking the memories of the British engineer, Kerala has been strongly advocating the need to decommission the &#8220;deteriorated&#8221; structure and build a new one, citing climate change-induced erratic and heavy rainfalls that could further damage the structure. political leaders of Kerala argue that the dam is a ticking time bomb that can explode at any moment, causing deaths of thousands in the state. The study, Sustainable Management Options for Healthy Rivers in South Asia: The Case of Brahmaputra published in Sustainability Journal, says that to ensure the sustainability of the Brahmaputra river basin and improve the quality of lives and livelihoods of its communities, all basin countries should have relevant national level policies, a coherent and cooperative basin-level integrated management plan, and a robust knowledge base of future scenarios built around ongoing and anticipated changes in the basin’s natural, socioeconomic, and development systems. The Brahmaputra, which originates in the Chemayungdung glacier in the Kailash range in the south of the Tibet Autonomous Region (at a 5300 m elevation), traverses China (for a distance of 1625 km), India (for 918 km), and Bangladesh (for 337 km, where it is called Jamuna). It merges with the Ganges (Padma) and then with the Meghna in Bangladesh, and eventually flows into the Bay of Bengal. The Brahmaputra river basin (BRB) is based within China (50.5%), India (33.6%), Bangladesh (8.1%), and Bhutan (7.8%). A second project on the original course of Tillari river has a saddle dam at 100 m (328 feet) elevation that diverts the flow towards Konal-Katta Nalla where it is dammed to generate power and distribute water through the left bank canal. A team comprising of two forest department staff, conservation biologist Girish Punjabi from Wildlife Conservation Trust (WCT), and his junior colleague Amit Sutar had started from the saddle dam in a boat. The engine’s frantic thumps wavered in the wind and were lost on the 16.25 square kilometres (6.27 square miles) expanse of the dammed waters. The 462.17 Mcum (16.32 TMC) mass of water in the valley had submerged large tracts of forest and displaced people from seven villages in 2002. The boatman and his companion, both from villages submerged by the dam, were ferrying the team into Tillari valley to set up camera traps for tigers. 							<![CDATA[While Kerala&#8217;s contentious Athirapilly dam may be temporarily on hold due to peoples&#8217; resistance, a smaller 7.5 megawatt hydropower project in the vicinity has got both environmentalists and indigenous communities worried. The Anakkayam Small Hydro Electric Project (SHEP), which will require the diversion of eight hectares of forests in Thrissur district and is just a stone&#8217;s throw from the proposed Athirapilly damsite, is all set to become a reality. An order from the Kerala State Electricity Board Limited (KSEB) dated September 3 has sanctioned the felling of hardwood trees in the forest land allocated to the Anakkayam SHEP. Operations are expected to commence soon; 1,897 trees will be axed. Indigenous communities living in the area and local activists are opposing the hydropower project, and their concerns are many. “This hydropower project will involve the loss of rich forests,” said S.P. Ravi, secretary of the Chalakkudy River Protection Forum, a non-governmental organisation that has resisted the Athirapilly hydel project for more than a decade. “It violates not only the Forest [Conservation] Act but the Forest Rights Act and the State Disaster Management Act as well.” A long history The Anakkayam SHEP is a tailrace development project that aims to harness electricity from the water flowing out of the existing Sholayar hydro project. The project received environment clearance in 1990 itself, and the state government sanctioned eight hectares of forest land under the Vazhachal Forest Division for the project. The Narmada Bachao Andolan (NBA) – the anti-Sardar Sarovar dam movement – had organised a meeting in which I was representing the Indian National Trust for Art and Cultural Heritage (INTACH). I stayed on in the valley for a few days. There were activists of my age at the meeting. We used to go to the river together in groups for there were crocodiles in the water and the banks. There used to be one person, with long hair and beard, who sang full-throated, like a Baul, as the moist wind from the river hit our faces. I knew this activist was from Delhi and used to also play and sing with a nascent band. His band gained popularity and picked up a near-cult status by the end of the 1990s. I saw him again in 2011, on YouTube, and when I heard his voice peak at the upper notes of “Arrey ruk ja re bandeh”, I recognised Rahul Ram of the Indian Ocean band as the Baul-like singer from the Narmada valley. 							<![CDATA[In the past few weeks, four districts of eastern Vidarbha region in Maharasthra flooded. This is a region with four major rivers, dozen-odd dams, almost 50 percent river basin area covered with lush green forests, amid the Satpura hill ranges of Madhya Pradesh – everything that otherwise is a prized asset with economic value. Extremely heavy rainfall in the region induced floods that left a trail of devastation along the riverine towns and villages. Already in distress over the increasing cases of COVID-19 and loss of livelihood for many, thousands of people from four districts of eastern Vidarbha – Nagpur, Bhandara, Chandrapur and Gadchiroli – battled floods, following the substantial downpour on August 28 and 29. While the areas flooded are in Maharashtra, the rivers originate and gather their water in Madhya Pradesh. All rivers in Nagpur, Bhandara and Gondia districts originate in the Satpura hill ranges in Madhya Pradesh. Their catchments are also in Madhya Pradesh. The quantum of rainfall in the catchment decides the fate of rivers in eastern Vidarbha. Around 88,864 hectares (ha) of agriculture land in 34 talukas of Nagpur, Bhandara, Chandrapur and Gadchiroli was affected due to the floods. Even when floodwaters started receding slowly from August 30 and 31 onwards at many places, it had displaced people and damaged property along the villages and towns on the riverbanks. The 26-year-old owns around 12 acres of land, where he grows various vegetables and wheat almost around the year. He beams with joy on seeing an earthen check dam near his lush green fields. “The multiple crops in the fields have been the gift of this earthen check dam that has been providing water to my farmland. The rise in income has helped me to send my two children to English medium schools which seemed to be a distant dream even a year ago,” said Kumar. Kumar claims that his income has almost doubled since trenches were excavated along the hill close to his field around six months ago, “Earlier, the vegetables grown were for home consumption but now an increase in production has helped me to sell them in the market. It has also become possible to do multiple cropping because of the earthen check dam that keeps the soil perennial for cultivation,” he added in a telephonic conversation. Over 90 percent of the total 5000 population in Pithra village is involved in farming.
