But on the ground, this small patch sustains entire fishing communities. Women from the villages of Akkampettai, Kilinjalmedu and Karaikalmedu depend on spaces like these to dry the fish, which they sell later. Fishermen use the area to park boats, mend nets and repair engines. Children play here in the evenings. The Coastal Regulation Zone notification, aimed at protecting fragile coastal ecosystems, categorises land up to 500 metres from the high tide line into zones, with each zone receiving different kinds of protection. A key part of this zoning exercise is drafting the Coastal Zone Management Plans (CZMP). The CRZ notification mandates that states and union territories draft these plans and seek public consultation before seeking approval from the central environment ministry. Yet when these coastal maps are drawn at a scale where a single grid spans nearly 196 square kilometres, these shared coastal commons almost disappear, making it difficult for communities to meaningfully contest or shape plans that govern their coastline. By 4 a.m., she returns to a fish-drying centre near her village and starts meticulously cleaning and salting each fish before laying them on the concrete floor of a drying centre. The fish takes around three to four days to dry and once dried, she packs them up in a sack and sells them at the same harbour. “There is no profit really but on a good day I might earn ₹1,000. And that is how I survive,” said Kannachiamma. The fish drying centre, she said, is what her life depends on. The drying centre is only a 300 square metre-concretised patch on both sides of Mandapathur road in Karaikkal with small storage huts made of bamboo and tarpaulin sheets at the edges. For almost half of the women in the fishing villages of Akkampettai, Kilinjalmedu and Karaikalmedu in Puducherry, drying and selling fish is the primary source of livelihood, which is dependent on being able to access centres like these. However, India’s coastal regulation policy falls short in ensuring communities’ rights over commons like these drying centres. 							<![CDATA[For the past two decades, the catch and trade of seahorses has been banned in India. However, a new study reveals that 13 million seahorses are estimated to have been caught in bycatch annually between 2015 and 2017. Most were caught by nonselective fishing gears operating at the bottom of sea and close to the shore in southern India. A similar study estimated 16.8 million seahorses were caught prior to the ban. The findings suggest that the ban has not been effective in controlling seahorse extraction and add to growing concerns on the use of bans in the conservation of species accidentally captured in commercial fishing nets and hooks, which are referred to as ‘incidental catch’ or ‘bycatch’. Study author Tanvi Vaidyanathan says that “while it appears that the ban has been successful in limiting the direct extraction of seahorses through diving, any alleviation in such pressures appears to have been offset by the increased intensity of non-selective fishing such as trawling in recent years.” A diverse range of species are caught incidentally in fishing gear. The following year, the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) listed all seahorse species in Appendix II, which regulates the export of the species to ensure the protection of wild populations. 							<![CDATA[With busy doctors as parents, annual visits to wildlife sanctuaries and national parks in the Western Ghats punctuated Vanjulavalli Sridhar&#8217;s childhood, sparking and nurturing her love for forests and wildlife. From scrubbing elephants with the fruit of the monkey bread tree in Mudumalai forests in Tamil Nadu to using her parents’ hospital&#8217;s ambulance for wildlife rescue in her native Salem, Sridhar was clear early on that she wanted to study forests and wildlife conservation. Now, nine years into her stint with the Indian Forest Service (IFS)’s AGMUT (Arunachal Pradesh, Goa, Mizoram and Union Territories) cadre, the 31-year-old Sridhar is applying her knowledge on the ground. Sridhar has often ruffled feathers with authorities for her actions against violations of forests and wildlife laws. As a mother to two boys, she has learnt to identify and stand her ground against gender-based discrimination, especially towards working mothers. Sridhar is known for her staunch position against forest diversion in the Andamans archipelago, intervening in deer poaching on the islands, and handling sensitive issues of tribal communities in Puducherry who have not completely weaned off hunting. Currently the Deputy Conservator of Forests, Puducherry, Sridhar asserts: “Solutions are simple, rules exist, it’s people who complicate things.” She debunks the notion that “you can’t do much if you are honest and straightforward” in administrative posts. “There is so much you can do,” says Sridhar, with an inspiring determination. 							<![CDATA[While air pollution in metropolitan cities like Delhi has hogged the headlines over the past few years, we don’t know much about how our emissions from various activities are affecting air quality throughout India. Now, a team of researchers from the Indian Institute of Technology Delhi has estimated emissions of fine particulate matter, widely known as PM2.5, from various sectors at the state-level. PM2.5 refers to very fine particles that are smaller than 2.5 microns in diameter, which can penetrate deep into the lungs upon inhalation, potentially triggering various ailments, especially respiratory diseases. Their study revealed that barring a few cases, the share of residential emissions are the highest in most states &#8211; greater than the combined share of emissions from transport, industry, and energy. They concluded that most premature deaths due to PM2.5 in India can be reduced if a greater proportion of the population switches to clean fuels for cooking as opposed to solid fuels for domestic purposes. Dominick Spracklen, a professor at the University of Leeds, who published a similar study on ambient PM2.5 emissions over India in February 2018, said that “by using a model with much finer resolution than previous research, this important study confirms that cooking with solid fuels such as wood and charcoal is the dominant cause of poor air quality across most of India.” Burning solid fuel such as wood for cooking and other purposes is deteriorating the air quality across India. 							<![CDATA[The coasts are in turmoil again. It is neither storms nor monsoonal winds that are affecting the coast at present. The turbulence is because the Ministry of Environment, Forest and Climate Change (MoEFCC) is planning to rewrite the coastal rules once again, and the Draft Coastal Regulation Zone Notification 2018 (DCRZ-2018) has been put out for public comments. As in the past, this is raising controversies across the country. This story of coastal turmoil began in 1991. Two significant developments happened in this year, the consequences of which continue even today. The first was a notification issued by the Ministry of Environment, Forest and Climate Change (MoEFCC) under the Environment Protection Act of 1986 (EPA-1986) to conserve the environment of India’s 7,500-km-long coastline. It was called the Coastal Regulation Zone Notification of 1991 (CRZ-1991) and divided the coasts of the country into four zones – CRZ 1 to 4. The second was the launch of the economic reforms process, which focussed on liberalisation, privatisation and globalisation of the Indian economy.
